Would cloud flare and server location affect SEO rankings?

    Lets say I wish to rank for Singapore and have my website hosted in Singapore. I however am using Cloudflare which then detects the DNS as the origins from USA.

    Now i want to ask is Google detecting my website from Singapore or USA?

    This is because i wish to move my website to Media Temple and they only have locations in USA. If the hosting location does not matter, then i wish to move to them otherwise i would stay put with my current host

    Will not affect, go for best offer no matter the country. Site speed must remain good.

    Really? Matt Cutts said on a video it does affect. My real question was if i had it hosted in Singapore and i had cloud flare saying it is in USA. What does google detect? Singapore or USA?
