Wordpress permalink structure which is best for SEO ?

I'd say the first one is best. Easiest for the user to understand and ultimately thats what G wants, right? Wordpress is good for SEO, also choose a theme with good SEO.

sorry didn't read carefully, what I wrote is for wordpress. For html pages would be the best your 3rd choice, file location in root directory or first folder are ranking better than files in more complicated structure, in 2 or even 3 levels. Also, if you have more words use hyphens between words, it is more readable and good for SEO. And one detail that most of the people overlook - update Sitemap after each post or at the end of the day.

Wordpress is actually quite SEO friendly for beginners. You just change the permalink structure and add some SEO plugin and everything is made easy for the user (All in One SEO Pack is the most common)

IMO

/%category%/%postname%/ or just postname, yoasts wordpress seo has a setting to remove the word " category" from the url....
ie: instead of
yoururl/"category"/facelifts/facial
it would be
yoururl/facelifts/facial
