WooCommerce Checkout - Not sending Shipping Details To PayPal

For some reason woocommerce isn't sending the shipping address to PayPal during checkout. I'm assuming the IPN is working since the IPN simulator returns, "IPN Sent Successfully". Completing the payment through Paypal redirects back to my site and the order status changes to processing. I do have "Send shipping details to PayPal instead of billing" enabled under the WC paypal settings. The order details of the processing order does not contain any billing or shipping details. The only information provided in the order is the item being purchased, the costs, the payer's name, payer's paypal email, and payment type.

Any help would be greatly appreciated, I'm currently at a loss.
