Withdrawl money from Prepaid Visa?

Hello all i was looking at some local bitcoin websites.
There are allot of sellers requesting prepaid cards for purchasing their bitcoins.
I was wondering how do the sellers "take the funds" off the prepaid card?

Are they asking for a physical prepaid card? If they are, they are trying to minimize their risks with potential money laundering since your ID would be attached to the prepaid card for the IRS (assuming you're in america at least)

And they take the funds off the card by buying things / more bitcoins / cashback is often okay as well.

You don't need your ID in order to load a prepaid gift card and give it to someone. But to take funds off of the card, yes they must be registered from my understanding.

No they don't ask for id when you do it through bitcoins, they just ask you to send 2 pics of front and back of prepaid card. What i am wondering is, is it possible to use a vcc service like entropay to get the funds from X amount of prepaid cards onto a vcc?
