In my case after I paid (at 7 pm ist), they gave my VPS details just after 20 minutes
Almost all the offshore hosting don't give proper support.
Sorry about the trouble you had, but you orderd a VPS with cPanel/WHM so it takes time to setup VPS with it and to get license for cPanel. We do have 24x7 technical support but billing is not 24x7.
Lets see, ordered a service.

Upgrade is absolutely possible, please open a support ticket for an upgrade.
The VPS is down, I can't connect to it. This is something disappointing as I barely use the VPS, I only check it once in two or three days. Please take action to this. Thanks
