Windows Server 2008 and Private Proxy Creation

I have Windows Server 2008 standard edition installed, and I am looking for a way to create private proxies with the server. My question is what software should I use for the best results, and is it even possible to do this with Windows Server 2008 standard edition. Where can I find the software? How do I configure the software and the server? Please help I have searched the forum and the search engines for answers to this question with on concrete answer.
 
Do you want to "create?" proxies? Does this mean that you need to find a proxy server software?
If you just want to harvest proxies you can use proxy goblin, i have it running every 5 min to collect new fresh proxies, and it saves it to a .txt file that Nohands seo pick's up every 5 min as well.
 
If its possible to create my own that would be better, otherwise i will look into that software.

Not yet I am looking in to squid-cache right now, but I am going to have to find a programer/developer with experience first, to get it to work for me.

Yeah I am looking to create my own private proxies to sell do you know of any good software for this?
