Will This Work - Need Advice

Ok, well let me start with the idea:
Create a website where we trade CPA's aka u complete my CPA and Jo Blogs' CPA, Then me and jo comlete yours etc..
We build a community via refferal only membership so as the affili networks dont catch wind of us.
Would this concept work?

I think there's a high probability that u will get banned if none of your leads convert.

Once the affiliates catch on, you're cooked. It might work for a month or two.
