Banned from what? It appears they are parking expired domains and trying to direct and sell somewhat targeted traffic from them. Unless a program specifically prohibits this type of traffic, I see no problem with it.
One word of caution, however. I don't know anything about this particular service but some of them are scams. They'll deliver the "targeted hits" you purchased, but the reality is that the actual traffic from their domains either doesn't exist at all (generated by software to create an illusion of unique visitors) or comes from sources like auto-surf sites. If you are just using them to pump up your "traffic", no problem. If you are expecting actual conversions out of the traffic, start out small first to test.
