Title says it all.
I think Google and Adsense team don't communicate each other much but Who knows?
Anyone knows this?

Better you read google adsense term and condition or adsense program policies.

I've never been penalized over private blogs due to the quality in which create them and the private part
that most people don't actually do. However, a friend of mine was penalized and did not lose their adsense
account.

They have no policy on that. They only care if you are buying traffic. However, google's search engine guidelines have problem with it. You may check out this thread:
