After more than year since penguin, I have finally decided that those sites are not repairable and they will probably be really low in google rankings forever. I'm prepared to lose all the links I have built to them, I want to start again, from zero. Is just changing domains enough, or will google still consider those sites which still have the same content and are on the same hosting, as the same sites that had just different domains? Or will it be like fresh start? thanks for answers.

Good question. I doubt it is as easy as moving to a new domain, but hey, I've never tested this.

For Google Penality if you are still in Top 100 Results..it is not Penality it is Low quality Links.
Try this: Make 1 Blog network of 20-50 Links Each Month With Good Content. and Keep doing it for 2-3 Months. and you will see results. Or try to build diversify links with different types.. Changing Theme can not get you Out..and changing Domain means starting a Total new Business from scratch which is not easy Job.

I have tried everything over past year, those domains are really gone and nothing helps them. I know it would start from scratch, but I do not care if I can still use all the content. I just want to know if the site that is absolutely same as the old one, but with new domain will still carry all the bad stuff from google, or if it will look like new site to google.

Have you tried using the google disavow link tool and just disavow all the links?

When you used the disavow link tool, did you disavow every link? And if you did, what happened in your google webmasters tool account? did the number of links there go to zero or?

Ok, and what happened in your google webmaster tools account where they display the number of links to your site? Did the number of links decrease there? If yes, how long did it take for that number to go down?

I do not remember if any number changed, but I have been waiting for more than 5 months and it had zero effect to ranking, I was number one.. than probably somwhere down, not in first ten pages. I really do not want to try for million time to recover those domains, I just want to know if new domain with old content and hosting means fresh start or not...

I have heard of people doing what you are asking and it worked for them so I would give it a try. As of now you have no rankings, so if you try it and it works then you can get some of your traffic back. If it doesn't work, then you are in the same position you are in now so you didn't lose anything from trying.

Here is something dumb that worked for me. I had one site [cityname]taxi.com and was optimised for the keyword "cityname taxi".. I also had [cityname]cab.com and that was optimized for "cityname cab"

I switched out all the keywords on both sites and went from page 6 back up to page one. I never got back up to the top spot above the map listings but.. page one is better than page 6.

Switched out you mean you deleted those key phrases from content at the domain?

I wouldn't move the content I would start with fresh content. I think newer content now ranks easier than bumping old content. The question becomes would the old content be seen as new content if on a new domain?

Note : Ensure you have removed your site details from google analytics and webmasters. Also, ensure google completely purges it cache of your content (2wks - 4wks) !

You can check that using chrome browser:
    Code:
    cache:http://youroldsite.net/
Absolutely ! New domain, new IP, new dns. Do not use private whois, instead use a fake profile or better yet use your girlfriend, mum, dad , plumber e.t.c details - in the data. Dont forget to concentrate on the basics first. Site speed, unique theme, get rid of anything that eff's with your site usability.

You can find a copy of "dont make me think" . Just go through it, and stick to the recommendations.

A solid foundation is the beggining of success in anything and in w/b seo - it does not start with the content or keyword but the medium in which the content is distributed.

I recommend running sites on vps servers - stay away from shared hosting - keep logs of ur activity. What you add and when, this is easy with google docs - the more meticulous you are the easier it is to fix problems and take advantage of opportunities.

You can get cheap vps server @ burstnet and digitalocean

Change hosting and start with fresh content. Later on you can use your old content.

You can change the domain and re-use the same content, just make sure your old content isn't still active in googles index.
