    Hello to all,

I am planning like this after getting regular updates and penalties.

Just building links to only naked urls as anchors. Say 100-200 naked links + 10-20 Tiered Web2.0 links to main keywords.

First i will build and index all 200 naked url links and then go for main keywords.

We still get manual penalty if we build links only with naked urls as anchors???

Any expert please suggest is this the right way?

    Thank you.

No no no, you are doing it all wrong. You need to diversify your anchor text.

May I suggest using white hat non-spun web 2.0s on PR9 domains backed by social signals from hundreds of websites?

This may help you to achieve better rankings.
