This could be a new policy in a way to stop fake accounts.

No, it depends on how you create the account. been creating accounts for a long time and i only get about 10-20% blocked of the total accounts i made. im still creating account at the moment.

I am doubtful how many will be ready to submit that. They are not a Bank or other government agency - its just a Social Media website. Not many users will be comfortable to do that.
Its not good either for facebook when their user base goes down. As a Business they need to show growth every quarter - if metrics fall their Investors/Advertisers will be disappointed...

I predict that your social media account will be your "one pass" as it already is for the majority of services out there.
Everything will be tied to your social account just like an email. Facebook will become the primary relay for communication.
Or another social platform will take over and provide the same concept...
