Why this video can be monetized?

    21m views and it's been monetized.

    but it uses a lot of music that the video owner does not own.

    Does that mean if we mix things up, youtube does not care much until the original owner(s) reports??

    Pretty much. If all he had done is use just one song or one song after the other then there'd be a problem.

    A lot of times the owner of content/audio can mark a video as copyright, but keep it up on the channel, but they put ads on the video, which they still earn money through. I'm not saying that's what happened, but with Mixes, they could be monetizing it themselves as the ones who made the mix. Look at people like Avicii etc. who that is all they do and they sell CDs etc.
