So after someone gets banned, usually the name is greyed out and that's all, while in other cases the name becomes "deleted member69420". Why?

GDPR law: You can request any website to delete any and all information they have about you.

well if you ask nicely - im sure @BassTrackerBoats will show you how it really works
then you can admire the view from outside

You can register with a username, which in itself is a promo (i.e. brand name, cloaked domain name). This i think can be one reason to delete the username, but not the posts. Another reason i can think of, if someone registers an offensive username.

Really? They askl themselves to be deleted? Like why? If i'm a spammer/scammer that had just been banned from a community i wouldnt return to Say "ok You know what? I may be banned but delete my profile now!"
Why?

But their content isn't deleted.
The IP addresses and personal information is required to be deleted not the content.. at least this is how I understand this.

To get out of different companies spam list I have used this method.. lately an company didn't want to end my subscription and asked a collateral of 1000 USD but after threatening them with GDPR they let me off.

An admin can change the name to something else so I don't think that's a reason for deletion

They realised they were adopted, they had used the wrong usernames all along.

They could, but why would they change the username of these banned members instead of just deleting? And change to what exactly? I don't see the point. And i don't think, it's a protocol here either.

Possible scenarios:
(a) Someone owns whatever.com. He registers with the username whatever_com. At this point, he might not even know, that it's not allowed to advertise in any form without going through the proper channels. He makes some legit posts, by the time the username gets noticed/reported, the user already made some posts, so the mod decides to keep the posts, but ban the user and delete the username.
(b) Someone owns whatever.com. He registers with the username whatever_com. From the very beginning, he knows well, that it's not allowed to advertise in any form without going through the proper channels. He doesn't start spamming to avoid unwanted attention. He makes some legit posts, by the time the username gets noticed/reported, the user already made some posts, so the mod decides to keep the posts, but ban the user and delete the username.

this might be possible, if the user does it on purpose then He/she will get deleted
I don't think the (a) scenario is that strict
I remember a member who had a Chinese username and an admin replied to the post saying the rules and he then proceeded to change the username to numbers

Yes, but these are banned members the OP's talking about. Admins can change the username, but i think, it's the exception and not the rule. It's just easier to simply delete the username in case of a ban, if it violates the rules.

The intention diesn't really matter, having a domain name as username is against the rules with one exception:
"3.11 No domain names as usernames unless you're an Enterprise member."
