Why Is It Impossible To Rank A Local Site #1 Organically AND #1 in Google Local?

I run and operate 4 local authority websites for lead generation and this has always drove me insane.

It is damn near impossible to rank a site locally #1 (in the local box), then rank the same site for the same
exact keyword #1 organically. Google seems obsessed with merging your site with your local listing. So if
your site ranks in the local box, it doesn't rank organically. But if it ranks organically, then it doesn't rank
    in the local box.

And since the local box rotates in and out, my rankings are always fluctuating.
This is 1 keyword thats always #1 organically, until the local box rotates in and it drops.

Then I have other keywords which rank in the local box, and the box NEVER rotates for those keywords.
But my rankings will fluctuate within the local box. Like going from 3 to 4 to 7 back to 3 etc.

But the main issue I'm noticing is it seems you have to CHOOSE between local or organic. 99% of my
keywords that rank, rank exclusively in google local, or exclusively in organic search. But I don't have 1
keyword that ranks in both local AND organic search.

I also read an article on seomoz that talks about this:

He said if you have a googe local link on your home page, and you don't want that keyword to merge
with your local listing, then remove the link and put it on your inner pages.

Well I tried that and sometimes it works. But depending on what inner pages I put the link it changes my
    rankings for various keywords.

I don't understand WHY google does this "merge". And WHY I can't rank the same keywords organically
AND locally. My only "fix" for this is something I just started doing. Now I'm making second sites for all
the same keywords, and these sites will not have ANY local listings, so no listings to merge with.

And my strategy is to have 1 site optimized to merge with its local listing, then another site that has no
listing at all. It seems like this is the ONLY strategy that will work. And when you factor in that the box
rotates for various keywords, bringing in that much more volatility, it seems mandatory now to have 2
sites for every 1 local niche you target. I have keywords where there was NEVER a local box, then months
later the box starts showing up and I lose ranking for that keyword.

    What do you guys think?

Does anyone on here do local marketing? Are you experiencing the same problem?
I've been doing local marketing for a while now and it seems more recently, google either wants to show your
local listing or your site, but NEVER both for the same keyword.

Yeah, I see this happening as well with a client of mine. Google no longer ranks a website on page 1 that also ranks in the 7 fold locally. In my opinion, ranking in local results is better because people searching via cell phones have an easier time calling.

At times, we have faced these problems with our clients too. so, we change our plan and target the home page with local listings and target our inner page with organic listing keywords. results are wary. But, there is much improvement for some sites too.

How exactly would you target the homepage for local listings and then an inner page for organic? Im in the local listings but cant move up! Just send a bunch of high pr links to an inner page?

My client has multiple locations and I have been able to rank my client's main site #1 organically and their "location" page #1 in the 7-pack.

Try creating a "location" page and use that URL for all business citations/directories, Google+ Local Page, local backlinking..etc.
