Why is domain.com ranking for my keyword when domain.com/keyword.html should be?

    Basically I have a site on page 9 that is going after two KWs that are similar.

    I have

    keyword1.com
    keyword1.com/keyword2.html

    keyword1.com is ranking for keyword2 instead of keyword1.com/keyword2.html.

    I have only built links to keyword1.com/keyword2.html with the anchor text as keyword2, all links built to keyword1.com had keyword1 as the anchor text.

    There is practically no on site SEO for keyword2 on keyword1.com besides a link to keyword1.com/keyword2.html. Yet it's still outranking keyword1.com/keyword2.html even though /keyword2.html is optimized on site for keyword2.

    Ideas?

    I don't know how competitive the keywords are so I would assume that the actual ranking reflects on the lesser competitive one.

    I faced similar situation where despite of the links and proper anchor-links, the main domain started ranking for secondary keywords.

    There is a chance it would be a matter of time and continue link-building to start ranking for keyword1.

    I would check the relevancy of the content (not tags) to the targeted keywords...just to be sure. After all, we have to cover
    as many bases as possible when it comes to ranking results.

    Other thing is to check the quality of the links to the main domain. Are they strong enough to give that page higher ranking for the keyword1?
    It's worth checking...
