I have a site that is two year old and I have not done anything to it for months, but it is still dancing on minutes basis not even day basis.

Same thing with my new website.

Why is it happening? I see people who serp balance out and stabilize within a week or two.

With the details you have provided. There can be various causes depending on the type of website, the links you have created, the niche you are targetting and your competition as well.

To the first website when I was working on it I had built all kinds of backlinks to it so maybe that could have been the case.

Probably that's the case, after the new updates Big G's been rolling, especially the one in May 10th I have seen a good rise in almost all of my websites. It's 2016, the types of links that you build for main Money site matters a lot. You need to diversify your link profile to hide PBN links without making it look like a spam while providing relevancy. Doing this will easily make you rank on #1-#3 for any keyword for Long term. (Depends on the type of PBN you use as well).

    Hope that helps.
    Cheers
