why does not work submit rss same ip same links all the time ?

Hi to all try to understand why if i promote same link in rss, exemple 1-2-3-4- times clean cookies and same ip it does not work

why need to change ip all the time ?

in rss they send you cookies so if you clean them normally no troubles ?

why need to change ip all the time too please ?? (each time you submit please)
