WHY do we have to file tax returns?

    I don't understand our tax system here in the US (or any country where you have to file a return every year)

    Why is it up to the taxpayer to calculate how much they owe?

    Why am I required to obtain the W-2 from my employer, then send it to the IRS? Why can't the IRS just get it from my employer?

    It just frustrates me because I'm told I did not file a city tax return in 2010 (even though I believe this to be wrong) and now I'm being audited. I understand that people who have children, multiple sources of income, investments, military service and other things that would complicate their tax situation, etc. have to notify the government of these changes. But if you lived in the same place and worked the same job for the entire year, why can't the government figure out their own taxes? I mean, I tend to favor less government involvement, but taxes are a government issue. It's basically the government saying, "I am taking some of your money, but I need you to figure out how much. And I will check your work when you're done. And if there is one slight error, I'm going to stick my hand up your ass and pull everything out until I find an answer!"

    Afaik in Russia you do not need to file a return,unless you are getting a refund from the government. It should be like that in the U.S. as well,it would cut down on wasted time and government resources.

    It's just bureaucratic bullshit from the old days, we should eliminate all taxes in the US and just have a higher national sales tax. That I feel would solve 99% of tax issues and ensure every American is paying their fair share. You want a Ferrari or a cheese burger everyone pays the same rate. This way, even if you become a millionaire or billionaire there's no escaping paying your fair and all Americans are treated equally and cannot dodge taxes using loop holes. The fact that Google pays 2% corporate taxes and I pay a minimum of 30-50% just because I'm a small business guy and can't afford the worlds greatest accountant shouldn't mean Google and other corporate giants get these insane tax breaks. Whether you're the poorest of poor or richest of the rich our government should treat no man, women, or company any different than another.

    *EDIT*

    I think we should also have tax deductions for exporting goods/and services and taxation on importing of goods and services. This would greatly boost American employment rate and keep money inside our borders and make us a stronger nation as opposed to shipping jobs and services overseas. This isn't to say we should stop outsourcing and such, but rather we should encourage domestic labor and job creation. We need to make it more affordable to hire American workers. I feel that with this approach our economy would stand a much better chance of recover and growth.

    Your statement that your being audited because you didnt file your 2010 tax is simply speculation.

    I just filed my 2010 on Oct 15th. And i was not audited. Oops, i mean i just sent in my 2011 too. I owned money on both returns. No audit. So your audit reasons must have been a result of something else and not the fact that you didnt file or filed late. People files late or not at all often. They dont get audited as a result.

    The answer to the OP's question is, the IRS needs third parties to provide them with hearsay (unsworn) evidence of a tax liability, or the direct party to sign off on such a liability in writing, in order to have a paper trail to build an equitable case to back up their tax claims against you. Until they have an 'information report' of some kind to work from, they can't make an assessment that you owe, according to the tax code.

    If you don't provide them with the rope through which they'll hang you, they need the backup reports from a bank or job in order to do the assessment. Without either, they can't assess, thus don't have a case. That's why the tax gestapo dogs people and organizations to provide that innuendo, all neatly recorded or signed off on, on their prejudicially written forms that presumptively assert you have a liability. Basically, they want you to file in order to document your confession, whether you are guilty or not.

    The same situation an Australia, manufacturing businesses moving to Asia and too many Australians without a job.
