Because to others it's better than a PR0. Doesn't matter that you won't buy it, but to someone else the notion of PR1 can push them over the edge to buy it.

but is it just a notion, or does PR1 actually signifies something particular?

It doesn't matter if it does. It's a Google grade scale and PR1 may mean something for someone. That person can be misled, but if it's worth it for them then they will pay for it.

1/10 is a bad way of looking at it as it implies it's in the bottom 10% of sites out there. In reality I'd wager that maybe only half the sites on the web have a PR of 1 or higher (anyone have any actual data for this?)

that's my point - I'm wondering if it should matter to me, if I consider on buying such website for example.

Buy the website based on it's traffic, it's backlink profile, domain age, existence, and conversions.

PR isn't everything on a site. More important are the idea of the site, the design, the script...

PR1 is 3rd from bottom in 12 choices; below it is PR0 and NA :)

PR is not a factor that I place a great importance on when I buy a site, I think that people get too carried away with it.
