Why do Google Ads account get suspended? I have never even run a campaign on it?

Yes if they require, it's simple process , when you open your ads account deshbord you see suspension notice and contact us option, after click contact us option, you see option submit an appeal, you need to submit all details required from google ads account, if you didn't run any ads your account it's new, they just verify your identity and payment system method.

That happens when Google Ads algorithms "feel" : "Hey, the way this account is created is like this fellow wants to churn & burn, common, let's suspend this account, right now itself".
In other words, the entire process and the ingredients you used for your account creation, is where the issue is.
Nonetheless, as others suggested, appeal every suspended account, by filling and submitting the Google Ads account suspension appeal form, for every suspended account.

Just create another account withing same email.
Basically, if your ads account setting there and isn't running any ads, it's passing some of the filters which means you are trying to game the system. So, create the ads account when you are ready to run ads.

creating another account when the original account was restricted might trigger another account ban within the "circumventing systems policy". So proceed with caution here.
If the account is clean you should be able to recover it with the appeal form. There are several reasons why this policy was triggered, but one of the reasons is when a new account was inactive for too long.

I have been running google ads for over a decade.. I have over 13 ads account on my main mail. 3 or 4 of them are banned .. 5 are cancelled by me .. and the rest is working just fine spending 5 figures/month
So.. google is just a business trying to make a living. And you as a publisher is a business as well. They will ban you because you are hurting the business, other than that, they will be more than happy to work with you.

Be careful with these recommendations. One Gmail can manage multiple ads accounts without being a manager account, but it does not mean that this is without negative implications for the other accounts if one account receives a suspension. A Circumventing Systems suspension of your account is a serious issue and it is especially triggered if they have the feeling that you want to trick their systems in any way which can also include running ads from multiple accounts as one and the same individual/organisation especially(!) if one of your accounts is already suspended. While you say that the suspension was without reason you would be risking to give them a reason to suspend you by trying to circumvent this suspension. It doesn't even matter if your first suspension was unjustified or just by accident. Creating a second account after your first one is suspended is reason enough for them to ban you for lifetime. The proper way is to appeal this suspension. You might be lucky and they lift the suspension. But don't get your hopes too high as they don't care about you or your business. If your appeal for an unjustified suspension fails, then congratulations, you are one of many and welcome to the dark side where everyone is but no one wants to be!

Your IP is blacklisted, or your billing information is the same one which had been previously suspended by Google.
When your "new" ad account gets banned, you can simply contact them, and they will ask you to "verify" your identity through a real ID card and utility bill and account will be re-instated.
