1 normal chrome can login hotmail but when i use proxy i cant access hotmail web and login it. Does anyone know the reason for not being able to share it with me?
Why can't I use a proxy to log in to hotmail?

Yeah. mostly the proxy provider blocked access to hotmail!

oh. If we change another proxy provider, will that change?

Ask the provider first so there will be no issues with that part. Some of the providers not allowing doing/accessing mail platforms because people abuse it with mail creation software and the IPs gets flagged for spamming

Like I thought, you need ipv4/residential.

Hotmail has native support for both IPv4 and IPv6!
Possibly the IPs of the proxy you are using are IPs that are flagged (low quality IPs)!
We are using DataFast Proxies IP Proxy service!
