If this is long term projects, let the links come organically. People will find your content useful and share it.

Remove the word "free" from the equation.
It might happen that you'll get SOME backlinks naturally over time, but don't get old waiting.
With the little budget you have, invest in ONE great article, like a study, something that hasn't been covered yet. Then do a press release on it and HOPE you'll get 3-4 backlinks out of it.
I'm guessing around $400 for a study-type article and another $100 in PR services? Do it twice a year, it might be worth it.
You have to be making SOME kind of money out of 98 articles that are on the first page. Otherwise, what's the point?
Invest one month's worth into this.
