Why can't a security deposit be introduced for sellers?

From what I understand, there's a lot of legal regulation around 'holding' money for people + the work, resource and legalities involved in any chargebacks/disputes.

The deposit is the time the seller takes to grow his account here + buying JR VIP membership which costs $147 per year.
The buyers just need to be more aware and try to buy from members who invested a lot in the account and without taking huge risks.
Instead of buying 1000 old facebook accounts for example, I will just buy them in chunks.. etc
The moderators are doing a great job here, but buyers need to use more sense to not get scammed.

Escrow is able to do that because they have licences that allow them to do so
Lots of bureaucracies and legal issues to be allowed to hold people's money, it's a process that take time, money and it is probably not feasible for Damien to obtain the documents that would convert BHW in a legal entity allowed to hold money
And if he ignores it and just implement it without the proper permits, he would be exposed to lawsuits and legal actions
In the end this is just a digital marketing forum, not a bank, a payment processor or a Escrow legal entity... it's easier to simply use common sense
