So late last night I posted a job for a part time VA, laid out in depth the criteria.
The description was clear as to what I required in terms of experience etc.

I asked 4 qualifying questions and asked for a cover letter.

Had 6 applications overnight, none had done as asked for.

One person actually answered the same for everything; "i am seo and smm expert "

    Its simple.

At the end of your briefing, tell them to write something like "Awesome" in the first line of the proposal.
If someone contact you without that word as the first words of their proposal, don't even read their proposal and move on.

Also, if you ware still interested in SEO/VA, send me your requirements to see if I can send you someone I use.

Experienced and knowledgeable VA is kinda oxymoron. Someone who is expert doesn't need employer.
What exactly are you looking for @MisterF

With each and every job posting that I personally post over the freelance places I always ask for something silly inside of the original post to weed out bots and guys who don't even read what I've took like hour/two sometimes to put together and yet they are bidding.

Something like: If you are interested in working on this project please start your offer by letting me know what day is today.

Out of 50 applicants maybe 5 start like that and I do read only their offers and only consider them for work on the project.

Give them a small work to do, free of charge and see how they work.

If they are asking money for a simple job that takes like 10min, forget them. They are the worst. The best one's want to help you so you hire them. 80% of hires I made was this way.

Not if someone intends to scam them. It's easily spotted.

Yes I am. 80% of the time I hire that way. Most of them are OK to do a test for free. you just need to talk with them. Some of them will do it, some won't. So if they can't do it for free a 10min job like a test, I simply forget them and until now it works for me.

To answer the OPs original question: Prob to try to make money. :D

Seriously though, I feel you dude. Most VAs I even try to hire are either retarded or don't speak english and/or Indian. And they never follow directions.

Make sure English is their first language and you'll start eliminating low-quality users. Nothing grinds my gears more when people say they're an "expert" in the English language and they send you a message like "hi im expert seo design."
