Why are reloadable VCCs sold at almost 100% their real value and why do people buy at such prices?

I see a $100 value VCC being sold at $200 and people buy them and I am wondering why the willingness to loose so much money just to get a VCC? Anyone?

Would you pay $200 for a $100 VCC if that’s what you needed to verify a PayPal account that had a $500+ balance waiting for you?

I’m sure you would. This is the case for many of those purchasing these a such high costs.
