My ads are showing consistently, but my CTR is extremely low. Headlines and descriptions seem strong, and keywords are relevant. What are the most common reasons for impression-heavy, low-click campaigns?

It's either targeting Issues or a bad offer/landing page. It ay also be related to something else but it's hard to determinate without seeing your campaign

Usually it’s just competition or weak ad rank. You get impressions but your ad sits too low to pull clicks. Broad keywords or low CPC bids can also throw your ad in front of the wrong people, so the CTR tanks even if the copy is good

If your ads are getting impressions but no clicks, it usually means your ad isn’t convincing enough or your targeting is off. Try improving the headline/description, add a clearer CTA, and check if your keywords match the user intent. Also make sure your landing page matches what the ad promises people won’t click if it looks irrelevant.

It usually means people see the ad but something in the headline or offer isn’t grabbing their interest enough.

It could be your ad relevance or landing page experience—make sure the ad and landing page match exactly, and check your bid strategy for better positioning.

Maybe your ad position is too low or the competition is too high—try adjusting your bids or testing different ad variations to boost CTR.

Even if you think your headlines are great, users may not feel the ad perfectly answers their search intent.
Typical symptoms:
  • Using generic value props instead of query-specific benefits
  • Headlines don’t echo the exact phrasing users search
  • Too many broad, “catch-all” headlines rotating

Compare your headlines and those of your competitors.

Usually your ad looks fine to Google but isn’t standing out to people, or competitors are offering stronger CTAs—try testing different angles or visuals.

Often, this is due to unappealing ad content, keyword relevance, low quality score, low bids, poor landing pages, or users not being genuinely interested, requiring you to optimize your content, keywords, and bidding strategy to attract attention and generate clicks.

If that figure represents a daily limit, it is highly likely that your account is subject to a spending limit
