Why a mixture of 301s and 302s?

I use 301 redirect on my money sites and it works for the most part. I am in a competitive niche but by no means the big BIG money words. I decided to look at the guys ranking for these words, thinking that if it ranks the likes of payday loans, viagra etc then it should work fine for me on a lesser scale. I have no interest in going after these words,I just think if it works for the hardest,it will work for medium words.
What I noticed is that they all use a mixture of 301 AND 302 redirects. I cant for the life of me understand why they use both. i thought 301 was permanent and 302 was temporary. I dont get why they would use temp redirects.
Can anyone shed any light on why they would use both?

I have looked at sites like this a few times, are the 302's going to wikipedia and the 301's going back to the domain? Also if you use the url shortener technique, I think some of the shorteners come up as 302's. Would you mind sharing one of the sites?
