Wholesaler Question

First of all, sorry if this is in the wrong section, I thought it was best fit here.

Anyway, I used a wholesaler off Alibaba and grew to trust him enough to send $400 via Western Union. Last night he didn't reply so I got worried, emailed from a few other accounts trying to catch him out, no reply. Anyway, logged in this morning and get a replying saying:

Sorry for the delay, bla bla bla
I have paid the freight and Insurance fees today
But they charged for Special Non Inspection Label and Clearance in the Amount of $150 USD.
So i have shipped 20 units in all to you, so that the remaining 7 units will be a compensation for any loss you may incur due to the commission charge or the Non inspection/ clearance fees..

So send the $150 USD today so that i can remit it to the courier company and they will issue you the clearance certificate and delivery Airway Bill today.

So he shipped another 7 units to be and I need to send $150 to him. Will I be charged more fees upon arrival of the items?

Also, he sent me the tracking link and said they would be here tomorrow. I've checked the tracking link, it says currently on transit to Australia. What worries be a little is that the courier he has used it 10 days old.

Should I be worried and refrain from sending a further $150 in case it is a scam?
