When trying to rank for keywords with a wholesale website....

What if you can't find keywords that specifically target "wholesale", "bulk" or "resell" traffic?

For example, you have a business that makes camera accessories. Later on you're considering to branch out into retail, but for now, most of your money comes from wholesale purchases and you want to gain more traffic on your site. You have a good selection of camera accessories and for the sake of simpler situations, lets take these two keywords here:

    wholesale camera bags
    wholesale lens caps

The first one shows searches in google keyword tool, but the other one doesn't. Most of the keywords you're finding are like the second one - no search volume showing in google. But they're directly related to the categories you have for example; wholesale camera sensors, wholesale camera straps, etc. Lots of china links from alibaba and pages with thin content from other wholesale sites are showing for the majority of the keywords you're thinking of and finding.

How would you rank those pages if you can't find any keywords that have search volume? Do you rank for the regular variations without the wholesale keyword? (wholesale camera bags > camera bags/buy camera bags/camera bags free shipping/etc) What exactly would you do at this point? The regular keywords obviously have a good amount of search volume, but they're not specifically related to wholesale traffic.

I'm curious about this, and it's got me scratching my head.

You should just try. A lot of keywords with low search volumes are underreported

You start off small first and build up. You rank for 100 terms that get 100 searches a month and your the number one guy then double that and so on. Then your site starts building value and you will soon find that you are ranking for some of the larger search terms.
