I've got a couple local sites that sometimes randomly seem to get deindexed, but then equally randomly reindex themselves. I'd do nothing, if I were you.
HOWEVER, I haven't built lots of spammy backlinks to those sites, I've just built a few dozen top quality ones, and that's enough to rank those.

I think lots of bad links killed your site. Maybe you can clean up them in webmaster tools.

You'll need to put a big effort into cleaning it up. If you simply send out a reconsideration requset hours after the penalty, they'll think what a joke and ban your site forever.

Give it some time, clean it up, show them you've cleaned it.

make a new site copy the content over, best solution. you can try to recover, but it ain't gonna happen fast and full recovery is a distant dream, plus the site would be a target for any future updates

No. Nobody should be advising you to 301 such a damaged domain. Either edit your site to abide by the guidelines, or simply trash the site, make a new one, and don't spam it to hell this time.

This is mainly a time issue. When disavowing links you need to do is slowly and then wait to see the results. It is not instant.

There's no need to disavow slowly, you can generate the whole list of links and disavow 20k links at once.

OP's problem was he overdid it, too much, too fast.
