whois Lookup Harvester?

scenario: i want to email people who have dodgy websites and provide the service to upgrade their site at a fee.

is there an application to perform a whois lookup on a domain then strip out only the email address? would paying someone to go through a site and find their email address and email them better (in terms of privacy)?

any other thoughts?
