    Lets say there are two competitors promoting the same CPA offer, from the same network.
    The user visits my offer link first. Then maybe he visits my competitors link too and signs up.
    Who gets the moolah?

    He signs up at both? If I am not wrong, some of the CPA companies restrict one offer per IP regardless of the locker or restricted. Then again I could be wrong.

    As to OP, later cookie gets the advantage.

    Last contact with the buyer gets it. It is overwritten each time they click or come in contact with the advertising system
