I need more than 50k emails to be cleaned But if you could do it manually its ok

Let's say that I can create an script in PHP that basically checks every email existing in the CSV list.

2 things come in my mind:

1 - How much you pay for it? Taking in account that many active online webs who actually do this kind of a service have a paying rate between $250 ~ $600 for a 50k bulk list.
2 - As long as I don't want to compromise my IP, and I don't want to use proxies, cause for a list as long as 50k emails is going to take an enormous amount of time in proxies but not that much on "nude-mode", where can I upload the script for free and let it running away until it finishes?
