I am a the webmaster for a company that provides legitimate services, not products, in which our clientele is completely internet-driven. We have one major site which appears very well in rankings which offers services in all the states we serve.

I am creating state-by-state sites that target geographical regions and optimizing keywords for cities and states we serve, which then refer to our main site.

The code and design of these new state and city websites are 100% optimized and I am moving to the phase of link-building to hopefully build more PageRank. To maintain credibility, I want to grab relevant links. Somehow, I would like to do this without spending money or risk being banned.

What are legitimate practices or tools I can use to take a complete WhiteHat approach without risking my credibility? Thanks.

  • Social networking sites
  • Social bookmarking sites
  • Wiki entries (stay in compliance with all TOS)
  • Video sharing sites

Use the search function here in conjunction with that list, and you will have enough options to keep busy for quite a while.
 
Don't forget to submit your rss feeds to rss feed aggragators. Once set up this is a constant source for instant backlinks.
 
Will you be hosing locally in each state? If that is the case that is excellent, but I suggest you to use private registration as to avoid G finding out that all these sites are related
 
I've been using completely different hosts for each site. I just pick random free hosts. If there is a way to host all of these on one server and not get busted that would save me quite the headache.

You need a stable hosting account. If you have trouble finding one, PM me and I'll hook you up.

I recommend dedicated hosting if you can cover the cost. that way, you can move all your sites under one server or account and its way more efficient.

You wont get banned for doing bh stuff and run the risk of loosing traffic or your site's ranking.
 
Just get a cheap hostgator reseller account. Mine is like $25 a month and works great. I am hosting around 100 domains at the moment.
 
the idea is to get hosting from different c class networks, free hosting is fine but you are not going to get the reliability. you can get cheap hosting accounts for about $4 or $5 a month with unlimited domains and traffic, but i would put my hosts in each state i am targeting, you will benefit from that. If your company is serious it is not going to be a few $100 a month that will make the difference, the problem though with having so many servers is manageability of your seo network, if you need help with that let me know, i might have a solution for you.
