I have 2 domains that are Exact Match Domains ... one has an exact match search traffic of 33,100 per month and the other has 22,200 per month. How should I go about ranking them #1 for their respective keywords? Both domains are 3-6 months old if that matters? Only want White Hat SEO tips.

Reverse engineer the competitions link structure to the best of your abilities. Determine what looks white hat and replicate it, but find out what you can improve on.

    - Create good relevant articles and post them to popular article directories. Rinse and Repeat.
    - Create good Web 2.0's with relevant content, not some throw away garbage. Rinse and Repeat.

Focus on ADDING VALUE to the niche ...

Do as davids355 said. Also search the forum...shitload of topics on this.

Use tools that can find your competitor's backlinks. Off the top of my head I'm thinking MajesticSEO and maybe traffic travis can do that, but that might be incorrect. They're both free and recommended by people on forums like this one.
You just use a tool like one of those to find out which sites your competitors have their backlinks on. You can also check the anchor text that way. Then you create links on those same sites, using your keyword phrase as the anchor text.
