Which would rank higher, a 1000 word article with 3% kw density, or a 3000 word article with 3% kw density?

Given that both articles are on different sites, but both sites have the same on-page and off-page SEO (title, keywords, description, h1, bold, italic, same backlinks, same PR juice, same domain age, same keyword).

400 word article with few quality links...however 1000 words article is good enough...no need to go 3000 words....its rather bad because it may increase page load time

I think the 3000-word article would outrank the 1000-word article because of the Google Farmer Update.
