which VPN provider allows you to change IPs every xxx minutes?

    Aside from HMA VPN? Also, how reliable and how long (10 seconds? 15 seconds? etc.?) is the re-connecting process?

    I only know of HMA Pro. Is there a reason you don't want to use them?

    I change my IP every 10 minutes and sometimes it gets stuck re-connecting (like after 10 or so hours) so my submissions get blocked due to sending from one IP only (my VPS's IP).

    I'm looking for a more reliable VPN service.

    I tried a lot of them and most openvpn based providers will work in a similar way, but the vast majority has an IP pool far smaller than HMA so your call. A few other good services if you look on the internet but the only way to be reasonably sure the vpn reconnects upon failure (all of them at some point fail especially if you switch frequently...) is to code your OWN openvpn (pptp if you use that) script with the appropriate exception handling.
