I'm thinking of buying some seo tools.
    Which one will u suggest?
thought of buying scrapebox it's only 57$.
    Is scrapebox worth the price?
I want mainly rank niches with extremly low competition so are there any tools will help me rank safely?

Firstly read forum. Dont buy. Read, read, and again read. When i was starting my journey i was only reading bhw few hours a day and it was good way to go if you dont want to put money in toilet.

After few weeks you will know what you need to rank your sites. There is no all in one seo tool or seo tool working for everyone. Gsa, senuke, scrapebox, xrumer, zennoposter - thats what i use. Read how its working how to use it and how not to use it.

Get GSA SER with all of its addons
SERengines should be a must to post on web2.0 sites :)

Around a $240 + $15/month for serengines. Though you should also consider buying proxies + vps

Before you start buying tools you should first find out what you need them for. Scrape box is a perfect first choose. Start doing SEO buy hand first then start adding tools to your collection to speed up your efforts.
