Which Software To Bulk Mail?

Im looking for a bulk mailer (Millions of emails to send) that is not hosted as my hosting account would get banned for sending more than 500 emails per hour and also it'd probably be no good needing a service provider (hotmail, gmail) as these accounts would also get banned.

Is there any software like this that can just send emails from your PC without any further accounts needed?

It's definitely what I'm looking for. Does services such as aweber or getresponse does that without ban you for spamming?
