Which of these IP groups are safe for Yahoo answers or Gmail PVA creation ?

I tried with three net connections (2 of different wireless modem and 1 broadband)
Broadband was safe for multiple Yahoo answers but I want to known about the below patterns from two different devices:

First Connection:
IP- 117.254.208.221
IP after disconnecting and connecting again- 117.254.208. 76

Second connection:
IP- 117.229.181.145
IP after disconnecting and connecting again - 117.224.31.182
Repeat - 117.226.52.227

Which one of these two is more safe for creating multiple Gmail PVAs or managing multiple Yahoo answers. What other precautions are required to keep the accounts safe ?

If the IP is off by even one digit, that should be fine. I seriously doubt google or yahoo would ban an entire IP range.
