I have no idea what are the other good networks but I don't think any network will have a problem with Bing traffic. You can't get any higher quality than that.

I think that for ppc, you must to do your own research and test everything, if you find a successful campaign, any network can be good on bing
BTW, direct linking can be like trashing money in the toilet, always track everything. (unless you are pretty sure what you are doing)

If he got penalized then probably not from the cpa network but from Bing Ads or smth OR he used offers that did not allow Bing Ads (but these are rare I would immagine).

    No idea about MaxBountry.

But Peerfly campaigns you can run via Bing ads.
    But don't do direct linking.
Use any click tracking software [free software - prosper202] and redirect using prosper's links. Then you won't get banned on Bing and side-by-side, you will be able to track everything by yourself too.

    BTW, bing's traffic sucks.
Although it is at a very lower cost compared to adwords, but try very narrow keywords.
Otherwise bing's traffic doesn't convert good. :( (atleast for me it didn't)

I have heard that it's about demographics when advertising on Bing. Older people with default computer set-ups will be the people using Bing.
