So, which one of them that you've tried, has the best uptime ?
I am asking because I am searching for a reliable hosting in terms of uptime.

For VPS I'm using vultr and for shared hosting I'm using Hostnamo by @MJ. Both are really good. You can also check web hosting sub forum here for other sellers.

A good host doesn't have actual downtime except for reboots every now and then for upgrading and fixing small issues.

can you tell me what is cloudways roll in all this ? acting as a cpanel, or more like a managed server hosting for vultr, and etc? (updating the server and keeping it free of security issues )

They do not have cpanel, but they have their own custom panel to manage the accounts. As for their role in it, they manage the servers regarding upgrading the servers' infrastructure, fixing the security issues, sorting out issues at the user's end, timely backups, scalability, and much more..
In simple words, they convert unmanaged hosting solutions to a managed one.
