I'm given to think that, nowadays, the traditional "link wheel" structure wouldn't appear very natural.
Essentially your job is to mimic the natural linking pattern that an "authority" website would receive from its visitors. Of course you can budge that pattern here and there, because Google's algorithm isn't perfect, but generally you should avoid anything that leaves a very obvious footprint or highly identifiable pattern.

People often think in 2d structures, now google algorythms are too smart. It's time to think 3D! Toroid or Hyperbolic Paraboloid link structures are the way to go.
