Which Is Better For Higher Rankings: Link Building Or Mass Article Submission

I know submission is a form of link building too, but I'm currently outsourcing link building, however, I could split the cost of the link building by half submissions and half link building, but what do you reckon is most effective for higher rankings?
 
Personally I wouldn't split it 50/50. I think it's important to vary the link building strategies IE Blog comments, forums signatures, press releases, article submissions, social bookmarking.

I would probably split it 90/10, depending on how effective your current link building strategies are.

Both the kinds of methods are important. But, Article submission requires more patience, investment(Unique Article creation, etc) and there is a chance of majority of hte Articles being rejected in Article directories. So, i think you can Outsource Link Building to someone as that will ensure you Permanent Backlinks which is the most important factor for SEO Ranking :)
