Which Forum Package Has Best Seo ?

I want to create my own forum on a particular niche. But I don't want to be lost in the black hole of the internet. I know that Vbulletin has an SEO addon but I don't really have the money right now to buy it. I know I can get a free cracked version of Vbulletin but I'm pretty sure that it phones home.

What about the free ones like phpbb and others? Are they optimised for SEO ?
