It is Ukraine. But isn't doing trades in Ukraine dangerous right now with all the military and war stuff involved? I wouldn't risk it if I were you.

You mean EU country? With Ukraine, Moldova and any other country outside EU, the tobacco needs to clear customs and you'll need to pay import taxes for it so it won't be so cheap anymore. In Canary Islands which is autonomous territory belonging to Spain the tobacco is really cheap but it isn't part of the EU VAT area so the same story repeats. I would suggest you to stop smoking or start Blackhat importing business of tobacco :D

You get a car, drive for example to Ukraine or why not Russia as it is cheaper and no war, load the car with tobacco, cross the EU-border and say "Nothing to declare!". You're fine as long as the customs agent doesn't look in your trunk and if he looks, they will confiscate the tobacco and slap a dick on your face. If we go in to even more blackhat-methods; you could go to some of the Northern European countries with long borderline with Russia. Cross in to Russia on foot or with car if you have local knowledge as there are some unofficial roads which cross the border. Then get as much tobacco as you can with you and return, this time if you get caught in Russian side you'll go to Russian jail, which isn't a good experience to look forward to :D

Russia definetely - Kaliningrad district ( there's even whole infrastructure to it - there are shops on both sides of border. They sell cigaretes, gasoline etc, on russian side, and different shops on polish side that "buy back" said goods with markups. There are literally thousands of families that make living off it, they are called "ants" there.

Why not just find someone to do it for you and give him a share of the profits without the risk of being put in jail?
