Let us say as an example in an India GAds account the minimum bid can be (example) INR Rs.0.01 which is USD US$0.00013 and in a US GAds account (example) the minimum bid can be US$0.01 which is INR Rs.0.80 : And let us say you are targeting US on both accounts for the same keyword and for US as targeted location the ideal bid for that keyword is US$6, in this case anyways you will have to bid the equivalent of US$6 which is INR Rs.477 in the India GAds account to target & show that keyword in US.
Unless your keywords have very very very less competiton and hence ideal CPC (bid) is in few cents, then it may make some (very slight) difference, otherwise not.
