Google ads works very well and FB ads convert well but it depends on what you are selling. There are ways to get google ads very cheap (about $45 for $500 worth of advertising) so that is a good option for a cheap budget.

See low budget ad networks doesn't perform really well, If you are short on a budget forget about advertising nowadays, I am telling truth.

Google Adwords Search its targeted traffic , if you know how to convert that traffic its best traffic source.
