What crazybuddy said. You won't get any better than the person that knows and loves your forum the most. They'll be over the moon to be made an admin and if you give them some $$ for doing something they do anyway..

Start by finding the most active members of your forum. Read their posts. Then decide which one of them would we a good admin. Just because someone has a lot of posts doesn't automatically render him a good choice. You want to make sure the posts are knowledgeable and/or useful.
